There have been *no* changes to how paths are resolved in ZF whatsoever.
In 1.5, we made a change to close off functionality that wasn't intended
and which we could not maintain, but nothing since then. You can see

If you are having issues with CSS files, that's completely unrelated to
ZF, and has to do with your server setup and the rewrite rules you have
specified. We have recommendations on rewrite rules in our
documentation, and you should check to see if what you have matches
those recommendations.
