Sorry it was wrong copy-paste. The correct form I was testing is:

<input id="b1" name="b1" value="B1" type="submit" />
<input id="b2" name="b2" value="B2" type="submit" />

</form>

Re your test it's working because it's not a dojo form. You have a
dojo parser failure (Couldn't load class 'dijit.form.Form').
