[fw-db] Firebird/Interbase Adapter

Hi,

Zend_Db_Adapter_Firebird is waiting for promotion from incubator to core since 1.5.0PR.

There two issues for this ZF-4419 and ZF-2687. And one bug ZF-4021 was fixed today.

What needed for include this in the next minor release 1.7.0?

Or possible to include in next mini release 1.6.3?
