[fw-formats] serial-only indexing allows Zend_Lucene under IIS?

If we are careful to make changes to the index strictly sequentially, one PHP
script execution at a time, do the issues with flock() under Microsoft IIS
go away, thus enabling stable deployment of Zend_Lucene under IIS?
